First Payment Systems (FPS) in conjunction with Financial Transaction Services (FTS) was founded by a group of executives who have worked for the industry leaders to bring new payment products successfully to the market. They have built businesses from the ground up, turning them into leading corporations. The team’s core philosophy of Total Client Care remains the constant force that guides everything we do today. We have expertise in many areas of electronic payments including Retail, Wholesale, Healthcare, Trade Association member benefits and Hospitality.
Executive Team
Matt Tanzy
- President, Association Division
In 1997, after a successful 15 year career with GE Financial Services, Matt Tanzy founded his first payment processing venture. This company quickly grew through exclusively serving clients such as GE Financial Services, Transamerica, Household Finance, Honda, Kawasaki, Snapper and other large manufacturers. Additionally, Matt focused the efforts of his company on creating strategic alliances with Trade Associations through offering credit card processing as a lead Member Benefit program. This initial company was eventually sold to Sage Group PLC (SGE). Matt attended Oklahoma University and went on to complete a graduate program at Emory University in Atlanta, GA.
Brandon Kaylor
- Managing Director, Association Division
After working directly for Brian Shanahan, Chairman & CEO of Financial Transaction Services in numerous business roles, Brandon now manages the Association Division under the leadership of Matt Tanzy. Brandon is responsible for new member enrollment and retention. He attended Virginia Tech University and graduated with a Business degree specializing in Finance. Brandon’s focus is on the day to day operation of the Association Division. He creates and implements marketing strategies for 1st Payments client initiatives.
Dr. Norman “Chip” Harbaugh
- Chief Medical Officer, 1st Payment Systems
Norman "Chip" Harbaugh, Jr., MD, FAAPDr. Dr. Harbaugh is an accomplished primary care pediatrician practicing in Atlanta, Georgia. His passion is developing healthcare delivery systems where large pediatric groups maintain individual practice autonomy yet gain strength of numbers. Dr. Harbaugh founded the Kids First Pediatric Alliance, a metropolitan Atlanta IPA that is physician-owned and driven by 32 private pediatric practices and 180 pediatricians. He followed up Kids First with co-founding Resources in Physician Management Services, a practice management consulting enterprise. Dr. Harbaugh shares his extensive practice management expertise nationwide. He served on the American Academy of Pediatrics’ Committee on Practice and Ambulatory Medicine (COPAM) and was recently appointed to the AAP’s National Conference Planning Committee (NCE). He was elected to the Executive Committee of the Section on Administration and Practice Management (SOAPM) for the national AAP. He contributes to quality initiatives through his appointment to the National AAP’s Steering Committee on Quality Improvement as well as the CDC’s Clinical Laboratory I improvement Committee. In hopes of bridging the gap between doctors and payers, United Healthcare placed him on their Physician Advisory Board to represent the National AAP.
